8th Edition Characters

I have read through most of the 8th edition rules. All I can find as far as character placement rules are; Characters have to be placed in the front rank till it is full then they are placed in the second rank. There is nothing in the book that i can find that say they can't act from the second rank or use items like in 7th edition. This will be a huge boost for Tomb Kings and a few other armies. "With the exception of the Incantation of Vengeance (which is a magic missile), all Incantations are treated as Augment spells.” No front arc or line of sight needed.

I will dig into this further, but since all shooting can be conducted 2 ranks deep, a magic missle might be able to be fired from the second rank.
